The International Council is the highest decision making body. It is  convened by the international Secretariat every four years.  Decisions are taken by member movements through voting.

It is comprised of

• All ICYCW member movements
• International Secretariat
• Representatives from Training, Finance, Communication
• International Chaplaincy members and regional Chaplains

General Committee meeting (GCM)

The meeting is convened by the international Secretariat every after two years, It is comprised of the Strategic committee.  In an event of an emergency decision in which the international secretariat can not wait for the International council, a GCM is convened to reflect and take action.
